Note about FRTS to self:

CIR = Bc/Tc.

Max Be (for each Tc interval) = Max Port bandwidth in one Tc. (or Line speed * Tc) - Bc.

If CIR = 768, Tc = 125ms, Bc = 96000.

Max Be for T1 would be 97000. 1544 * 0,125 = 193, 193k - 96k = 97k.
